In Risk Barclays develops, recommends, and implements controls and cost-effective approaches to minimise Barclay's risks, identifies and analyses potential sources of loss to minimise risk and estimate the potential financial consequences of an occurring loss.

Join us as an Economic Crime Oversight & Development Manager, where you will play a key role in the design, enhancement, and oversight of financial crime controls across Screening and Transaction Monitoring (TM). You will ensure that economic crime risks are effectively identified, managed, and mitigated through a robust, risk-based control framework that complies with legal, regulatory, and internal policy requirements.

Working closely with stakeholders across Financial Crime, Risk, Operations, Technology and Compliance, you will drive continuous improvement in control effectiveness, support strategic change initiatives, and provide expert guidance on emerging economic crime risks, regulatory developments, and industry best practice.

Role Profile: Head of Transaction Monitoring & Screening Risk

Key Responsibilities


  • Lead, develop and inspire a high-performing team, fostering a culture of accountability, continuous improvement, and colleague development.
  • Provide strategic oversight of Transaction Monitoring (TM) and Screening controls, ensuring they are effectively designed, operated, and deliver measurable reductions in Economic Crime risk.
  • Own and enhance the Economic Crime control framework, ensuring alignment with regulatory requirements, emerging threats, and industry best practice.
  • Identify, assess, and oversee the remediation of material Economic Crime risks and control issues, ensuring appropriate governance, escalation, and evidence of risk reduction.
  • Deliver clear management information, risk insights, and recommendations to senior leaders and governance forums to support informed decision-making.
  • Drive continuous improvement across controls, processes, methodologies, technologies, and operating models to strengthen risk management capabilities.
  • Ensure control strategies evolve in response to emerging risks, typologies, regulatory developments, and changes in the internal and external risk environment.
  • Influence and challenge senior stakeholders to drive ownership, accountability, and effective management of Economic Crime risks.

Essential Experience & Skills


  • Significant leadership experience with a proven ability to build, develop, and motivate high-performing teams.
  • Strong knowledge of Economic Crime risks and typologies, including money laundering, fraud, sanctions evasion, and terrorist financing.
  • Demonstrable experience designing, implementing, and overseeing Financial Crime control frameworks within a risk-based environment.
  • Comprehensive understanding of the UK regulatory landscape, including Money Laundering Regulations, POCA, sanctions requirements, and FCA expectations.
  • Strong analytical and problem-solving skills, with the ability to convert complex data and risk information into actionable insights and recommendations.
  • Experience establishing assurance frameworks, performance indicators, and management information to demonstrate control effectiveness and risk reduction.
  • Excellent communication and stakeholder management skills, with the ability to influence at senior levels and translate technical issues into business outcomes.
  • Knowledge and practical application of Transaction Monitoring and Screening technologies.

Desirable Experience & Skills


  • Experience supporting regulatory reviews, audits, and assurance activity.
  • Professional qualifications in Financial Crime, AML, Compliance, Risk Management, or a related discipline.
  • Experience setting strategic direction for a significant risk or control function and leading large-scale change initiatives.
  • Extensive experience assessing, designing, and enhancing TM and Screening controls, with a focus on control effectiveness and residual risk management.
  • Proven track record of delivering sustainable change across multiple teams and business functions.
  • Deep understanding of Economic Crime regulation, control frameworks, risk methodologies, and emerging threats.
  • Experience within Financial Crime, AML, Sanctions, Fraud, or Risk functions in a regulated financial services environment.
  • Ability to interpret complex intelligence, risk assessments, and emerging threats to support material risk decisions.
  • Strong experience engaging with senior leaders, governance forums, regulators, and control owners to drive action and accountability.

This role will be located in London, Glasgow or Northampton.

Purpose of the role


To support the Risk Function in delivering it’s objective of safeguarding the bank's financial and operational stability by proactively identifying, assessing, mitigating, and monitoring risks across various business units and activities.


Accountabilities


  • Development of strategic direction for risk, including the implementation of up-to-date methodologies and processes.
  • Management of the risk department, including oversight of risk colleagues and their performance, implementation of risk priorities and objectives, oversight of department efficiency and effectiveness.
  • Relationship management of risk stakeholders, including identifying relevant stakeholders, and maintenance of the quality of external third-party services.
  • Adherence to the Risk policy, standards and frameworks, and maintaining a robust control environment.

  • Advise key stakeholders, including functional leadership teams and senior management on functional and cross functional areas of impact and alignment.
  • Manage and mitigate risks through assessment, in support of the control and governance agenda.
  • Demonstrate leadership and accountability for managing risk and strengthening controls in relation to the work your team does.
  • Demonstrate comprehensive understanding of the organisation functions to contribute to achieving the goals of the business.
  • Collaborate with other areas of work, for business aligned support areas to keep up to speed with business activity and the business strategies.
  • Create solutions based on sophisticated analytical thought comparing and selecting complex alternatives. In-depth analysis with interpretative thinking will be required to define problems and develop innovative solutions.
  • Adopt and include the outcomes of extensive research in problem solving processes.
  • Seek out, build and maintain trusting relationships and partnerships with internal and external stakeholders in order to accomplish key business objectives, using influencing and negotiating skills to achieve outcomes.
