This is an exciting opportunity for a high-performing and motivated Business Oversight Compliance professional to join the Cross-Border Compliance team. As a senior member of the team, you will support the oversight and management of cross-border compliance frameworks, risk assessments, regulatory requirements and control processes across the UK and Europe, while contributing to global cross-border initiatives. You will also support a multi-year programme designed to strengthen the Bank’s global cross-border control framework and related processes.

You will represent Compliance at formal governance forums, providing effective oversight and challenge to ensure that compliance risks are appropriately identified, assessed, mitigated and, where necessary, escalated. You will engage with all areas of the business and work closely with key functions, including Legal and the Chief Controls Office. Acting as a trusted adviser to business and Compliance stakeholders, you will help ensure that cross-border activities are conducted in accordance with regulatory expectations, internal policies and risk management standards. The role combines regulatory expertise, stakeholder engagement, risk management and control oversight in a dynamic international environment.


What You’ll Need to Succeed

To succeed in this role, you will bring:

  • Regulatory knowledge: Strong regulatory awareness with experience of navigating global cross border requirements and licensing considerations. Exposure to cross border regulations and jurisdictional requirements with the ability to interpret and apply legal guidance across a range of businesses, products and services.
  • Controls and risk management: Experience in risk management and assessment of the design, implementation and operating effectiveness of controls.
  • Analytical and strategic thinking: The ability to assess the impact of cross-border regulatory requirements on products, operational processes and business activities; recommend control enhancements; and support business transformation while mitigating Compliance risk.
  • Stakeholder management: Strong communication and influencing skills, with the ability to build trusted relationships with senior stakeholders and collaborate effectively across the business, Legal, Compliance and operational teams.
  • Delivery: Excellent analytical and problem-solving capabilities, close attention to detail, and the ability to manage competing priorities and deliver high-quality outcomes within agreed timeframes.
  • Collaboration: A collaborative approach, with the ability to work independently while contributing effectively as part of a team.
  • Professional background: A degree in business, finance or a related discipline, or equivalent professional experience, together with experience in compliance, risk advisory or control oversight within financial services.

Desirable Skills and Experience

  • Familiarity with the global cross border framework, obligations and risk management approaches, or a strong interest in developing expertise in this area.
  • Experience in governance reporting, risk dashboards, audits, control testing and global banking operations.
  • Previous experience in Compliance, Risk Management, Regulatory Affairs or a related risk and controls function.
  • Strong interpersonal skills, sound judgement and the confidence to provide constructive and effective challenge when appropriate.

This London-based role requires attendance in the office three days per week: Tuesday, Wednesday and Friday.

Purpose of the role

To provide data-led expert oversight and check and challenge on business and compliance matters to evidence that the organisation is operating in a compliance with Barclays legal, regulatory and ethical responsibilities. 

Accountabilities

  • Identification and assessment of compliance risks through thorough reviews of business activities, changes, processes, testing and systems to.
  • Identification and investigation of potential market abuse, including but not limited to, Insider Dealing, Unlawful Disclosure, Market Manipulation or Anti-Competitive Conduct.
  • Conduct investigation of compliance risk events or breaches. Oversight and check and challenge of corrective actions and preventative measures to avoid future occurrences.
  • Implementation of compliance policies and procedures in line with regulatory requirements and ensuring that the bank’s internal policies are aligned with international standards, including jurisdictional requirements.
  • Collaboration with 1LOD, other relevant Compliance teams and legal, and relevant risk management functions to facilitate a comprehensive approach to compliance and risk management.
  • Identification, investigation and oversight of potential money laundering, terrorist financing or other financial crime.

They will lead collaborative, multi-year assignments and guide team members through structured assignments, identify the need for the inclusion of other areas of specialisation to complete assignments. They will train, guide and coach less experienced specialists and provide information affecting long term profits, organisational risks and strategic decisions..
  • Advise key stakeholders, including functional leadership teams and senior management on functional and cross functional areas of impact and alignment.
  • Manage and mitigate risks through assessment, in support of the control and governance agenda.
  • Demonstrate leadership and accountability for managing risk and strengthening controls in relation to the work your team does.
  • Demonstrate comprehensive understanding of the organisation functions to contribute to achieving the goals of the business.
  • Collaborate with other areas of work, for business aligned support areas to keep up to speed with business activity and the business strategies.
  • Create solutions based on sophisticated analytical thought comparing and selecting complex alternatives. In-depth analysis with interpretative thinking will be required to define problems and develop innovative solutions.
  • Adopt and include the outcomes of extensive research in problem solving processes.
  • Seek out, build and maintain trusting relationships and partnerships with internal and external stakeholders in order to accomplish key business objectives, using influencing and negotiating skills to achieve outcomes.
