About Financial Crime Compliance

Barclays Financial Crime is part of the Compliance division and undertakes the lead role in assessing and understanding the implications of new and emerging legal/regulatory requirements relating to Anti Money Laundering (AML), Anti-Bribery and Anti-Corruption (ABC) and Sanctions.


We define Barclays level standards and controls in order to manage risk in these areas. We aim to demonstrate that Barclays has the necessary controls & systems in place to comply with all legal & regulatory requirements in every jurisdiction in which we operate. We provide technical support to all business areas concerning the governance of these controls.

Our aim is to work with the business in areas of our responsibility and expertise to enable Barclays to achieve its strategic goals through a strong culture of compliance that identifies, mitigates and manages risk. All-in-all our goal is to be the most effective Financial Crime function in the industry.

Overall purpose of role

The Financial Crime MLRO for Barclays Bank PLC (Paris) is accountable for the following in respect of BB PLC Paris (this activity will form circa 20% of the role after the initial set up phase):

  • Provide oversight of compliance with Barclays AML, ABC and Sanctions Policies, related standards and local Financial Crime laws and regulations across first and second lines of defence (1LOD and 2LOD).
  • Provide advice and guidance across 1LOD and 2LOD to support mitigating Financial Crime risks.
  • Report / escalate to relevant stakeholders BI France related Financial Crime issues and provide MI as appropriate.

The Financial Crime MLRO for Barclays Bank PLC (Paris) is additionally part of the Barclays Bank Ireland PLC (BBI PLC) Financial Crime Team and will be engaged in the following (this will form circa 80% of the role):

  • Be a trusted and valued partner to business line colleagues providing consistent, informed, expert advice and guidance on financial crime, specifically in respect of prospective and existing payment clearing clients (Correspondent Banks and MSB’s).
  • Represent the BBI FC team at Correspondent Banking and MSB Risk Fora to ensure effective level of advice and appropriate challenge is provided.
  • Review and provide feedback on AML policies and Standards along with other key documentation in relating to payment clearing ensure an effective set of end to end processes.

Key Accountabilities

  • Perform a risk assessment of the activity of the BB PLC French branch and implement the appropriate controls to mitigate the risk.
  • Oversee the BBPLC activities in France to ensure compliance with applicable Barclays’ Financial Crime standards and related local laws and regulations, identifying non-compliant activities and monitoring mitigating actions.
  • Report / escalate to relevant stakeholders BI France related Financial Crime issues and provide MI as appropriate.
  • Act as the point of contact to the French regulator Autorité de Contrôle Prudentiel et de Résolution (ACPR) on Financial Crime subjects.
  • Act as a reporting officer and correspondent to French FIU TRACFIN and answer official requests.
  • Investigate suspicious activities and report them to the French FIU in compliance with France law.
  • Prepare annual regulatory reports on the Financial Crime framework.
  • Monitor regulatory changes in France impacting Barclays’ Financial Crime processes and procedures, update the France Financial Crime policies and procedures accordingly and escalate as appropriate.
  • Update France training materials as necessary (e.g. change of organisation, of regulation) and deliver face-to-face training to all BI France new joiners, as well as adhoc training to existing staff of the Paris office, on Financial Crime related matters.
  • Provide subject matter expertise, advice and guidance to the Barclays Bank PLC business and other key stakeholders, including senior management in relation to the escalation of Financial Crime related queries and issues.

Stakeholder Management and Leadership

  • Support the Global Head of Financial Crime Corporate to ensure appropriate management of risk and controls in relation to payment clearing activity.
  • Work closely with the BBI Head of Financial Crime, BBI France MLRO and the Financial Crime teams, in France, centrally and in Western Europe.
  • Cooperation with local stakeholders to advise on the development and maintenance of an effective Financial Crime framework.
  • Interact with peers in France via the French banking associations.

Decision-making and Problem Solving

  • Have the ability to work collegiately with both business colleagues and Financial Crime teams, taking an innovative approach to problem solving and a desire to be part of a global team building the best Financial Crime systems and controls in the Industry.
  • Ability to apply judgment to complex analysis to draw out key elements of advice.
  • Act as a trusted advisor to business teams, other control functions and other infrastructure areas.

Risk and Control Objective

Person Specification

  • Fluent in English and French
  • Proficiency in German language preferable but not essential.
  • Proven technical expertise in the field of Financial Crime – including domestic and international laws, regulations, and best practice regarding Financial Crime (5-7 years’ experience),
  • Proven technical expertise in understanding, assessing and mitigating the Financial Crime risks,
  • Experience of working within a highly regulated environment along with a sound understanding of the current environment and key issue within financial services,
  • Numerate and financially literate; able to understand and contribute to the business discussions,
  • Skilful co-ordination in working across a wide range of stakeholders both within and beyond the function,
  • Creative and forward thinking, striving to improve and find solutions through effective innovation and project management,
  • Excellent written communications skills,
  • Highly organised and structured.
