activity carried on in Luxembourg can be classified into two broad areas, Collateral
Management and Intra-group Funding.
The Collateral Management area is responsible for structuring, executing and managing BI’s retained balance sheet securitisations.It also manages the senior Barclays securitisation assets of these platforms held in Luxembourg and which are used in secured funding / collateral upgrade transactions with third parties (including BBPLC).
Luxembourg Treasury also provides long term funding to other parts of the Barclays Group as part of the overall Treasury strategy to manage the key financial resources of Barclays.
Overall purpose of role
Barclays Luxembourg Transaction Management manages the ongoing requirements of transactions executed by the Treasury Barclays Luxembourg and Global Strategic Transactions Groups (STG) - based in the US and UK - within the GFD.
This role will support the Head of BI Luxembourg Treasury Transaction Management in leading the team to ensure that existing and new transactions are implemented and managed throughout their lifespan as expected.In particular this role will involve representing BI Luxembourg Treasury and STG in various transaction and governance forums across Barclays.Specific responsibilities include:
Oversight and reporting on the existing portfolio of transactions and their associated life cycle events
Senior level support of the Product Development, Collateral Management and Execution teams in the development of new, or restructuring/unwinding of existing, transactions.For example, managing NAPA process for a new transaction/product if required
Represent the businesses at governance forums.Engage with stakeholders in advance, during and after the approvals process to ensure an accurate understanding of transactions, the impact they will have on Barclays and that questions or concerns raised are appropriately addressed prior to execution
Ownership of senior business manager engagement and oversight of the process to provide regular management information and provide business data for firm wide planning exercises (e.g. BI monthly Outlook, High Level Shape and Medium Term Plan)
Develop and execute the development agenda across all aspects of the Transaction Management team, driving projects to improve accuracy, efficiency and the strength of the overall control environment
Provide oversight of the 100+ legal entities operated, ensuring adherence to Barclays policies and standards
Key Accountabilities
Daily business management:Support the Head of Transaction Management to ensure that all business activities are completed accurately and in accordance with the terms of approval, applicable laws, regulations, Barclays policies and standards
Transaction development and implementation:Working with the broader team to develop and implement transactions is a controlled and sustainable way.Drive aspects of the approvals process across the bank including engagement with infrastructure stakeholders
Business MI and Forecasting:Ownership ofthe business planning management information processes, including the monthly BI Outlook, annual High Level Shape, Medium Term Plan and costs
Innovation and change management:Work with the Head of Transaction Management to develop and then implement business changes required to enhance control and adapt activcities to the changing business environment – including regulatory and business process change through the utilisation of technology
Barclays entity corporate governance:Oversight of all the legal entities managed by the businesses to ensure that the Transaction Management team operate them in compliance with company law, regulations and Barclays policies and standards
Records Management Champion:Own the oversight, development and implementation of records management requirements and controls for the BI Treasury Luxembourg business
Stakeholder Management and Leadership
Significant interaction with senior business and Infrastructure management at both Director and Managing Director level across GFD areas (including BI Treasury, BP&A, Barclays Corporate Secretatiat and Group Tax).
Provide subject matter expertise on the impact of the portfolio across a number of key metrics (P&L, RWA, Balance Sheet, Liquidity & Capital) and how that is expected to change over time
Be a principal representative of the business in cross business/function initiatives, presenting the agreed business position and helping the initiative realise its objectives
Develop and maintain strong relationships across a broad range of stakeholders to ensure that the business receives the required levels of technical and practical support to meet its goals
Understand complex ideas quickly and communicate them to non-specialists clearly so that they can understand the impact of their areas and what is required of them
Decision-making and Problem Solving
Analyse transaction flows across multiple legal entities, in several currencies and product types to the extent that the impact on key consolidated & solus metrics is understoodWork with the Transaction Management and other business teams, as well as Infrastructure partners, to find a best fit booking models for structured transactions taking into account conflicting priorities.
Work with the team to understand financial data (typically Balance Sheet, RWA, Income, Capital or Funding) provided from other areas of the bank and identify issues or inaccuracies within it and ensure explanations to the affected area are appropriate
Work with the transaction teams to ensure the transaction regulatory analysis is sufficiently understood and supported.Drive regulatory change projects to ensure compliance with changes in rules as they occur
Working within the broader team to identify and resolve challenges for stakeholders outside of Treasury through collaboration
Risk and Control Objective
Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards
Person Specification
The successful candidate should be:
oFamiliar with structure finance transactions/documentation and operating in a high performing business environment
oHighly numerate with strong organisational skills, attention to detail and the ability to perform tasks quickly and accurately
oTeam oriented with the ability to build consensus, drive and contribute to the attainment of team goals
oA proven problem solver that is able to manage competing tasks and stakeholders in a time constrained environment
oA strong communicator, able to understand complex ideas and then communicate them clearly to a non-specialist audience across a range of corporate grades (analyst to MD) and Infrastructure teams
oExperienced in managing the internal, financial reporting of banking businesses and/or legal entities
Essential Skills/Basic Qualifications:
Degree or equivalent experience, ideally with some Finance or Accounting element
Ability to mediate between parties and build consensus across a range of business matters
Strong analytical skills, particularly of financial data such as Balance Sheet, P&L, Capital and Funding
Ability to communicate complex ideas to a broad range of internal stakeholders, including senior management in both verbal and written format
Desirable skills/Preferred Qualifications:
Accounting qualifications preferred but not required
